Quake hits northwest China; 75 dead

(CNN) -- Rescue teams are scrambling to reach the site of Monday morning's strong and shallow earthquake in northwestern China that has killed at least 89 people, according to state media.

Another 584 people were injured and 17 were believed missing after the quake tore through Gansu Province, state media reported.

The quake hit along the border of two counties -- Min and Zhang -- at around 7:45 a.m. local time, according to state news agency Xinhua.

Emergency services are converging on the area, including the Red Cross Society of China, which is sending 200 tents and other supplies to shelter and sustain those left without homes.

According to state broadcaster CCTV, Chinese President Xi Jinping has urged crews to prioritize the rescue of survivors and minimize casualties.

The original quake and powerful aftershocks caused roofs to collapse, cut telecommunications lines and damaged a major highway linking the provincial capital of Lanzhou to the south, according to the China Daily newspaper.

More than 300 armed police troops and 64 heavy machines have been dispatched to repair National Highway No. 212, the paper reported. Train services in the area have also been suspended.

Rescue efforts are expected to be hampered by heavy rain that's soaked the region in recent weeks. More rain is forecast and experts have warned about potential landslides.

According to the Gansu Provincial Seismological Bureau, the quake registered a magnitude of 6.6, however the U.S. Geological Survey said it was a 5.9-magnitude tremor, which struck at the relatively shallow depth of about half a mile (1 kilometer).

The epicenter was eight miles (13 kilometers) east of Chabu and 110 miles (177 kilometers) south-southeast of Lanzhou, the USGS said.

Tremors were still being felt from the quake, Xinhua said, quoting sources within the Min County government. Locals said buildings and trees shook for about a minute.

Residents within the earthquake zone took to Weibo -- China's version of Twitter -- soon after to describe how the earth shook.

"This morning at 7:40 I was brushing my teeth, all of a sudden everything shook for a few moments, I thought I didn't get enough sleep last night and was feeling dizzy," @wyyy wrote. "Turns out it was an earthquake, sigh, seems that with the huge rain downpour outside, we really don't know how much longer this planet is going to let us live here."

Another, @dengdjianjyany, said: "Gansu earthquake. So many natural disasters in so short a time, another flood, another landslide, another earthquake, another something. And it's not finished, my God ~ is there any safe place left? Wish everybody a life of peace"

The economic reforms put in place by Japan's Prime Minister Shinzo Abe rest on firmer footing after his party won a comfortable victory in upper house elections Sunday.

The result means that the governing coalition will hold majorities in?both houses of the country?s parliament for the first time in six?years, raising hopes of an end to the political deadlock that has seen?several prime ministers come and go in quick succession.

In recent years, opposition parties have had control of the upper?chamber, enabling them to block or delay legislation in what has?become known as a ?twisted parliament.?

While a low turnout indicated widespread apathy toward the election ??in which half of the upper house?s 242 seats were contested ? LDP?officials interpreted the result as an endorsement of Abe?s attempts?to lift the world's third-biggest economy out of almost two decades of?stagnation.

Since becoming prime minister last December, Abe has implemented?monetary easing and massive fiscal stimulus, but has yet to explain?the third stage of ?Abenomics? to address structural problems such as?the rapidly ageing population, shrinking workforce, and huge public?debt.

"People wanted politics that can make decisions and an administration?with a stable grounding, which led to today's result," the LDP?s vice?president, Masahiko Komura, told public broadcaster NHK. "'Abenomics' is proceeding smoothly and people want us to ensure the?benefits reach them too. That feeling was strong."

Japanese media reported that the coalition was projected to win at?least 70 of the 121 seats being contested?on Sunday. The official?result will be announced early?Monday.

Nationalist agenda

With no elections due for another three years, Abe is expected to?devote more effort to his nationalist ?values agenda,? even at the?risk of raising tensions with China and South Korea.

Abe, a hawk whose first term as prime minister in 2006 ended after a?year following an upper house defeat and ill health, wants to revise?Japan?s pacifist constitution to give its self-defense forces a more?robust security role.

Any attempt to move away from the military?s strictly defensive role?would anger China and South Korea, with which Japan is already?embroiled in disputes over island territories.

Abe also faces potentially damaging domestic challenges.

He must decide whether to go ahead with unpopular plans the LDP?supported as an opposition party to raise the sales tax from 5 percent?to 8 percent next April ? a move that some experts could put the?brakes on the fledgling economic recovery.

Restarting nuclear

In addition, the LDP is the only party that opposes a phasing out of?nuclear power, a measure?supported by a slight majority?of Japanese?voters. Abe is expected to push for the restart of several reactors?that were taken offline after the meltdown at Fukushima Daiichi?nuclear power plant in March 2011.

Currently, only two of Japan?s 50 working reactors are in operation,?and Abe and the country's influential business lobby argue that the?economic recovery is being hampered by soaring cost of oil and gas?imports.

The election dealt another blow to the left-of-center Democratic Party?of Japan [DPJ], which ended more than 50 years of LDP domination when?it won the general election by a landslide in 2009.

The DPJ was soundly defeated in last December?s lower house election,?and was projected to win 21 or fewer seats in Sunday?s upper house?poll.

Wall St. Journal follows NYT with a love letter to NC GOP

The recent New York Times editorial lambasting North Carolina?s hard turn to the right met with apparent indifference in the General Assembly, where Republican Sen. Tom Apodaca said he cared more about what the Wall Street Journal thought. As if in response, the Journal?s editorial page came through with a piece on Friday praising Senate President Pro Tem?s Phil Berger?s tax plan.

?The burning heart of liberal activism and indignation this summer can be found, of all places, in the charming capital city of the Tar Heel State,? the Journal?s Stephen Moore writes.

Moore turns to the old ?agitators? label for the ?Moral Monday? protesters (avoiding the governor?s pitfall of also calling them ?outsiders?), and concludes they?re mad about everything ? especially the prospect of the GOP cutting back funding for some of the ?left-wing groups sponsoring these rallies.?

Moore?s piece concludes that the Senate Republicans? tax overhaul will spur growth and create jobs. What it means, politically, down the road in a swing state is an open question, he concedes.

?But as longtime Republican strategist Marc Rotterman told me last week, there is a potentially fatal flaw to the whole ?Moral Monday? strategy: ?The core problem is the protesters are denouncing policies like tax cuts and welfare reforms that may be unpopular with the New York Times, but are very popular with mainstream North Carolinians.?? Moore writes. ?That is the big bet the state's Republicans are making -- and come November 2014, we'll see if it pays off.?

EAST CLEVELAND, Ohio (AP) ? Authorities responding to a report of a foul odor from a home discovered a body and arrested a registered sex offender who sent police and volunteers through a poor Ohio neighborhood in a search for more victims, officials said Sunday.

East Cleveland Police Chief Ralph Spotts said Sunday that searchers should be prepared to find one or two more victims, but he declined to elaborate. Mayor Gary Norton said the suspect has indicated he might have been influenced by Cleveland serial killer Anthony Sowell, who was convicted in 2011 of murdering 11 women and sentenced to death.

It's the latest in a series of high-profile cases involving the disappearance of women from the Cleveland area.

One body was found Friday in a garage. Two others were found Saturday ? one in a backyard and the other in the basement of a vacant house. The three female bodies, all wrapped in plastic bags, were found about 100 to 200 yards apart, and authorities believed the victims were killed in the last six to 10 days.

Searchers rummaging through vacant houses in the same neighborhood Sunday were warned by Spotts to brace themselves for the smell of rotting bodies and to look out for trash bags that might conceal a body. He declined to elaborate on his comments about the possible additional victims.

Norton said authorities have "lots of reasons" to suspect there are more victims, but he refused to say why.

A 35-year-old registered sex offender in custody is a suspect in the deaths, Norton said. The suspect, who was arrested Friday after a police standoff, has indicated to authorities he might have been influenced by Sowell.

"He said some things that led us to believe that in some way, shape, or form, Sowell might be an influence," Norton told The Associated Press.

Police did not release the suspect's name. The man hasn't been charged.

A report of a foul odor emanating from a home led police to the discovery of the first body, found in a garage, and to the suspect. Two other bodies were found nearby Saturday.

The bodies were each in the fetal position, wrapped in several layers of trash bags, Norton said. He said detectives continue to interview the suspect, who used his mother's address in Cleveland in registering as a sex offender, the mayor said.

"The person in custody, some of the things he said to investigators made us go back today, " the mayor said Saturday.

Cuyahoga County medical examiner Dr. Thomas P. Gilson said Sunday that the bodies were in advanced stages of decomposition and that it would take several days to identify them and how they died.

About three dozen volunteers, including community anti-crime activists, fanned out Sunday morning across yards, through vacant houses and along a railroad to help police search. The chief advised them to watch for missing floor boards as they looked inside houses. One young searcher crawled under a board screwed across a door to go inside a house to search.

"The MO of each body we've found so far was wrapped up in a lot of garbage bags, so if you see anything .... and it might not look like it's a body, but it could be ? because each bag, the way he had each person was in a fetal position," Spotts told searchers before they began. "It didn't look like a person could actually fit in the bag."

Pam Butcher, 55, said she came out to help search her neighborhood because she was disturbed by the death and said she knew other volunteers were, too.

"They are concerned because it could have been one of their family members," she said. "It could have been one of their kids. It could have been one of their nieces. It could have been one of their aunts."

One neighbor, Nathenia Crosby, said she was familiar with the suspect and had seen him walking through the neighborhood. She said she had told him to stop chatting with her daughter and warned him after seeing him talk to her cousin.

"It's very scary, especially when he used to be talking to my daughter," said Crosby, 48. "But I told him he was too old to be talking to my daughter because she was only 19. When I found out how old he was, I said, 'You need to move on, she's too young.' "

The police, FBI, the Ohio Bureau of Criminal Investigation and the Cuyahoga County Sheriff's Department went through yards and abandoned houses over about three blocks Saturday and used dogs trained to find cadavers.

The neighborhood in East Cleveland, which has some 17,000 residents, has many abandoned houses and authorities want to be thorough, the mayor said.

"Hopefully, we pray to God, this is it," he said.

It's the third recent high-profile case in the Cleveland area that involves missing women.

In May, three women who separately vanished a decade ago were found captive in a run-down house. Ariel Castro, a former school bus driver, has pleaded not guilty to nearly 1,000 counts of kidnap, rape and other crimes.

In 2009, Sowell was arrested after a woman escaped from his house and said she had been raped there. Police found the mostly nude bodies of 11 women in garbage bags and plastic sheets throughout the home.

Prosecutors described him in court papers as "the worst offender in the history of Cuyahoga County and arguably the State of Ohio."

He was found guilty in 2011 and sentenced to death.

Couple cycle across Canada for mental illness; son's 'guardian angel' with them

HALIFAX - The memory of a 17-year-old "beautiful boy" is front and centre in the minds of a B.C. couple who, for the past two months, have been pedalling across Canada to bring about change in a mental health system that could not save their son.

Ginny and Kerry Dennehy's boy Kelty committed suicide in 2001 following a two-year battle with depression.

Determined to help others from having to endure that same pain, the couple created the Kelty Patrick Dennehy Foundation that same year, which has so far raised more than $5 million to prevent depression-related suicide in young people.

Their cross-Canada bicycle tour is the couples' most recent campaign ? their first nationwide ? to raise both money and public awareness around mental health issues.

"We thought it was a great opportunity to take our message of awareness and fundraising abilities outside of B.C., to travel coast to coast and spread that awareness throughout each province," Kerry Dennehy told the Canadian Press in a phone interview from Quebec City.

The couple set out on Mother's Day from their home in Whistler, B.C., accompanied by a support vehicle driven by two of their nephews.

Attending rallies in towns and cities along the way in every province, the Dennehys intend to complete their 8,000 kilometre journey at Cape Spear, N.L., by the middle of August.

The Dennehys hope to raise $2 million through the ride, which they have called Enough Is Enough.

"Enough is enough," said Dennehy. "Enough is enough of suicides. Enough is enough concerning the stigma relating to mental illnesses. Enough is enough of people waiting for treatment and not getting the care they need."

So far they have passed the $700,000 mark.

Ultimately, their goal is to establish a mental health resource centre in every major hospital in the country, which Dennehy describes as an automatic one-stop shop for mental illness.

With a price tag of around $500,000 each, the couple has already succeeded in opening two such centres in B.C. and has set money aside for a third.

"Basically, what we're trying to do is change society's attitudes," said Dennehy.

"Society itself has to look at these diseases differently and treat them just as cancer or diabetes, as just another illness."

Some of the most moving experiences on the road have been interacting with other people who have come forward to share their own stories of loss, he added.

Depression is the second leading cause of death for Canadian youth and the third highest in the industrialized world, according to Statistics Canada.

Though more difficult to address if left untreated, research suggests some form of intervention or help can make a difference in an estimated 80 per cent of cases.

By cycling across the country at their age, the Dennehys said they also want to show Canadians the importance of fitness, that physical health impacts mental health.

Dennehy and his wife are 64 and 60, respectively.

"We have a real duty, we feel, to complete this journey," said Dennehy. "We have our beautiful kids on our shoulders as guardian angels and we always look to that."

The couple suffered a double tragedy when in 2009 their daughter, Riley, died in Thailand at the age of 23 after an accidental overdose of pain medication from a shoulder injury.

"I think what spurs us onwards is to not have our kids having died in vain, and to try to give something back as we move forward."

A community rally for the Dennehy's Enough Is Enough tour is scheduled in Halifax at the Brewery Square Courtyard for July 30.
